Rebecca Hilliard joined ZRA as an Associate in July 2021. At ZRA, Mrs. Hilliard advises and supports clients on challenges within technology, public policy, and digital transformation. She assists clients in project management, program development, stakeholder engagement, strategic communication, and research projects.

Before joining ZRA, Mrs. Hilliard has experience working with a government-related non-profit organization in project management, intelligence, and policy-related matters within the areas of technology, acquisition, and legal issues.

Mrs. Hilliard earned her Master of Arts in Forensic and Legal Psychology with a concentration in Intelligence Studies from Marymount University. She received her B.A. in Psychology from Virginia Wesleyan University with a minor in Criminal Justice.
