Joseph Chen joined ZRA in April 2010 and currently serves as a Vice President and Chief Security Officer. Mr. Chen manages most of the Analytics and End User tasks, and also oversees all facility and personnel security related activities for ZRA. Most recently, he served as an integral member to the Director of Budget and Finance, and the Chief of Acquisitions. Mr. Chen has taken a significant role in development and implementation of new policies, procedures, processes, tools, and reports for budget, finance, procurement, performance metrics, and strategic planning. He also provided technical support, guidance, and analysis to key decision-makers at NCSD with program development, governmental resource controlling, and reporting responsibilities.

Prior to accepting this position, Mr. Chen served in several analyst roles within the NCSD (National Cyber Security Division). Previous to this, Mr. Chen worked as an Assistant Manager of Coach, Inc., a luxury American leather goods company.

Joseph Chen graduated from University of Maryland in 2007 with a Bachelor’s of Science in Mechanical Engineering.
